GENEVA — CERN, Europe's particle research center, unveiled budget cuts Friday that will force it to close its accelerators for a year in 2012. The new plan reflects little change in the status of CERN's flagship "Big Bang Machine," which had already been scheduled for a yearlong shutdown.
